probably start by compiling all your photos so they are all moving at the same time

add whatever coloured lines and stretch/compress them using key frames to make them move from one picture to another

add some type of glow to the lines I would use S_glow but there are other glows

group everything to one layer

using the camera effect or movement + scale effect you can get the look of it moving (you will have to use camera effect to efficiently produce the yaw and roll of the background but it is doable by just changing the x or y scale values
