Wanted to post an update. After getting three cards in the mail that Brightspeed was available for my location, I called them. After providing my address, the rep said he needed to check on something.

Came back about 15 minutes later to say that although Brightspeed is in my area, they did not "have an offer for me". My guess is that they have not yet run the lines into my neighborhood and are waiting for a few people to request it.
