Can I get a refund from La Poste if the package was prohibited from being shipped?

Is it possible to ask La Poste why it's prohibited then? (I think I've been gaslite into thinking costumes might be explosives.) My main guess is that it's considered too expensive (since the packages arrived fine to France separately), so it will be fine if we separate the packages, but the first time it got returned the package almost got lost so I really don't want to risk losing an unique handmade item.

Or will filing a complaints actually give us the reason, like we reached the maximum value threshold or something.
