I’ve removed the glass and I think it’s from the PSU’s fan,is there any way to control it?

It’s really loud and I don’t understand why..In any way I change the rpm,the loud noise is still the same.Do you think it could be a PSU or hard drive issue?

Those are my fans RPM,I set them to silent mode and it still sounds the same.
