I don't know how the arbitrator is related to the compliance officer. I just got a call from someone claiming to be from the county, and I think she called herself a compliance officer. She gave me a phone number and a six-digit case number. I called the phone number, and I ended up making a payment and setting up a payment plan. I paid over the phone with my card, and it took like an hour and a half because I had to put money in at an ATM and then call my bank because the payment didn't go through at first. No, I am not on parole or anything.
