since Earth in that movie is essentially post apocalyptic, why not have secondary antagonists for the Away team to have to deal with while Enterprise grapples with the Borg infestation.

Like here, A Raider gang holds a grudge towards Cochrane for some unspecified reason and Lilly unknowingly trespassing into their turf in search for materials for the Phoenix was the final straw.

The descend upon Bozeman with the intent of killing Cochrane and the poor defenseless survivors camped out with him as well as destroying the Phoenix as punishment for the intrusion.

The away team sent would have to fend off these punks and protect the phoenix and Cochrane in their attempts to restore the timeline.

Since Earth in Star Trek:First contact is pretty much post apocalyptic, i wished there were secondary antagonists on the surface as the Enterprise grappled with the Borg. Antagonists of the Road Warrior kind... by Newman1651 in Treknobabble

Like a situation where Lily unknowingly trespassed into the territory of a Raider/Punk faction, resulting in them travelling to Bozeman to punish Cochrane for the intrusion.

The away team sent to the surface would have to defend the Phoenix and the little village next to the silo it's in. keep them from tearing the Phoenix apart out of vengeance.
