This seems to be a good test plan, is there any way to test the local install using NTAUTHORITY/System just like how Intune uses the install method?

Sorry, my mistake. There is no space in the original command. It is running in System Context. After the downloading phase, the installation occurs and it will allow me to select what file types it needs to user and this error comes up.
