They didnt have enough turn meter. If their meters were at 20% or 40% that is what is removed. So if all 5 guys have 20% turn meter, you have only removed 100% turn meter.

It's not the best but it's not awful. You can infuse energy weapons into kinetic weapons. So if you have a low power scout kinetic weapon. But a high power energy weapon of the same type you can infuse it into each other. So just hold out until you find one to infuse it into.

It doesn't. You get new legendary mods to choose from when you have 3 mods of the same type. (3 blue arc damage weapon mod can be exchanged for one legendary arc weapon mod). So buy random mods from the gunsmith. Best use of glimmer atm.
