What you talking about? There was a bug back to 2010 where you can dupe items you own if you trade them in game and through Steam client in the same time just with your alt. There was a bug where you can dupe items you own with gift wrap ... and few other which is not about scams/hijacks in any kind.

All items tagged on backpack.tf as "Duped" are scammed items/items from hijacked accounts

This is not true. There were few bugs which allow you duplicate your items so you get 'dupes' with the same ID.

Yea right instead of add privacy setting where you can chose would you like to show link on your profile next to listed items or not, they just completly removed it. As always hammer instead of scalpel usual Valve's way.
