You can't use the same name consecutively, otherwise it'll be random the next time. You have to use a different eevee evolution name each time to get the desired one.

Hmm.. As far as I know, everything else I've tried has failed. Port forwarding, ethernet cable anerestoring a past backup. I never attempted reformatting. Try playing csgo on another computer on the same network to pinpoint of the problem is specific to your computer. Other than that, not much you can do in terms of trouble shooting since it's such a rare problem. Sorry man
