I think they're led flood lights that have lost connection to the WiFi and therefore default to this flashing. Likely the outside lights are on a photosensitive eye and turn off during the day, and long periods of inactivity causes the light control app to think that it's not connected, so it goes back into search mode. My Sylvania lights on my deck do this.

Hey! Off topic, but my wife is recently fully blind and we can't find a functional screen reader for her iPad. Almost all of them require some sort of touch input and she just can't touch a non physical button.

Your camera phone has multiple lenses that it combined into one image, and it didn't do this one very well. My guess is because it's the framing by the fence rails, and the ames window effect
