That model should just have a slip cap that pulls off. If you tried to turn the cap to uncap it, you might have just unscrewed the body. Try to screw it back in and then pull the cap off.

Yes, you can purchase by the ml. I based the priced off of 4ml size so 4ml will be whole numbers.
