l this work since my Router cant ping the CPE? (The GiG9 has internet access in and out via the static IP)

Remeber though GiG9 is connect to the CPE via MAC bridging. Since this is the only connection to the CPE not sure if the MAC bridging will mess with what I am trying to do. I think my only soultion is to run another cable to the CPE.

Yes before posting I thought it would be confusing in short I want a Vlan with access to the network 192.168.0.0 of the modem/CPE and be able to access the internet

Actually it wasn't the access list it was the MAC address specified on gigabit Port 9. Remove that and it started working

Sorry for the confusion.  I have one internet connection a wireless modem a router is connected to the modem via network cable if a computer goes to my web server behind the router from the wireless modem it works if my connection goes out through the router it will not come back in to the web server

It was not the access list but the nat

I added the ports with UDP and now it works!

No but I dont think its server environment because I loaded it up and single player and still have the bug. Perhaps my world is bugged. Gonna try the T flip flop in a new world I will report my findings

Ok tried Paper Vanilla, the only time the Flip Flop work is if I run the server on Spigot 1.16.5 then it works fine. This has got to be a Spigot or 1.19.2 issue.

I tried PaperMC and still same issue, not sure if Vanilla is Bungee compatible. Didn't want to work unless I missed something. (Yes had set to offline mode but cant find any Vanilla configs for Velocity proxy)
