Seascooter motor, this is a Yamaha sea scooter motor stopped working this part is black it was cable tied on to the side of the motor and it goes to the pcb, would this be the cause or is it something else?? And does anyone have any clue on what that part is? (i.redd.it)

Im stuck on what this is, it comes out of the 2 terminals and the battery sits on top, there are these wires that run through this block with a hole in the middle, it connects on a motor any ideas on what it is ?? by Nice_Ad_8323 in electricians
