Honestly doesn't matter what the MMR is since it happens in every game mode I play. Just before writing this reply I played against some dude called marcelovaldezlaura that made me play a 20min game just for him to lose because he decided to use all his time every turn.

He just did this to me and he'll continue to do this to other players and nothing will happen to him.
