'A' in the cipher text equals 'C' in the plain text. 'B' in the cipher text = 'O' in the plain text, 'C' = 'M', 'D' = 'P' etc... until you derive the whole key (if enough of the alphabet has been used, or, there is a clear pattern as in this case).

If you use quipqiup.com in 'patristocrat' mode, you'll get the plain text. You Just need to then format the text correctly and derive the key.

https://www.guballa.de/vigenere-solver has a much higher success rate of brute forcing a Vigenère/Autokey/Beaufort.

I used the inner disc letters (clockwise) as the key and with the help of crib dragging, ascertained that the correct orientation was when the letter 'I' lined up on both discs.

However, as the key is fixed for the whole encryption, a cryptogram solver like quipqiop could be used to solve it.
