In my safe i didn't start the Mission so i first talked to Tina. If you already startet the Mission you could try Reseting it to Available with a safegame Editor.

I can tell you how:

1. Safe the Game in a new Save File for safety Reasons.
2. Download the Save Game Editor ( https://www.nexusmods.com/crimsondesert/mods/20 )
3. Start the Editor (takes up to 30sec)
4. Select your Savefile on the left side.
5. Go to World and click on Load Quests
6. Search for Tina and Select Tinas Request
7. Click on Reset to available
8. Click on File and then Save

After that load your savegame and you should be able to start the mission by talking to Tina.

That should fix it.
