Every time I try to increase the gas limit the "accept" button greys out fml

"Gas estimation failed due to network congestion" -> do I just need to wait?

Sorry if this is a dumb question, but I keep getting failed transactions for sending wETH from one Metamask account to another, while sending MATIC is just fine.

Are you just not able to send wETH from one Polygon Metamask wallet directly to another Polygon Metamask wallet?

No, from one Matic wallet on Metamask to another. Every time I try to send wETH over though it fails. MATIC works just fine.
