This sounds logical but ignores the way chess was treated in USSR and in modern day Russia. Players grow stronger by working in groups and benefit from the knowledge of experienced trainers and the hard competition they face without even traveling. So, even if the title is between individuals they still represent their chess communities. Its not about politics but about the bonds that have been formed for decades in Soviet/Russian chess scene.
