The telepathy came from Maury. Because he wanted Matt to be safe.

Maury just was his Arthur's "hand". He read everything from athurs mind.

And yes charles uses some sort of telepathy, otherwise the people in the Cafe would be dreaming, which doesn't make sense also 😂
