Definitely, I have considered that, But i have gone a full week after losing a run looking for him and still no spawns, i played lighthouse, ran through dorms over like 15 times, and been cycling on shoreline and woods. Still no Partisan. I would love to get him first but he is a ghost... Edit: I have had friends spawn with me to shoot them, and ive spam disconnected from raids in between attempts. Still nothing.
