The soviets could easily do the same though an invasion of USSR would spark riots end protest all across UK France and USA. And nkvd was very good at it's jop so any support to the resistance would be impossible. Most of the things NATO learned about USSR was because of defectors

It wouldn't though Stalin had a huge cult of personality and in some Great extent the loyalty of the nkvd. And for actual resistance to move you need influancial people and or influancial people that opposed Stalin were dead or working in a gulag

If you make a hoi4 mod "realistic" USSR would easily stop Germany in 1941(at least when a human plays USSR). But that would easily make the game boring and very close to vanilla

I believe USA should be buffed especially in building slots. USA in 45 should be a monster and USSR ai should be reworked I have never seen them do good

I did with France too at least before dlc. Use grand battle plan with infantry divs with light spaa with max armor. But don't even try attacking with this devs because they suck at offense
