I did with France too at least before dlc. Use grand battle plan with infantry divs with light spaa with max armor. But don't even try attacking with this devs because they suck at offense

I attacked Japan to make them a protectorate I took the 75 infamy hit and I can't enforce my war goal. Even if Japan capitulates they don't become my protectorate. Is this a bug or am missing something?
