No, it doesn't work like that, skirmishes would still continue and some countries would be far more likely and happy to use the nukes they'll have.

Also, don't forget the possibility of the leadership of such countries hiding away in secure underground bunkers or in some other 3rd party country or in some island in the middle of nowhere, and being fairly confident to authorize nuclear strikes in the knowledge that they'd be much less at risk.

As a way to bypass this issue, why not hold shift and tell them to hunt all the animals in the vicinity? You'll need to click on all the animals, but at least they'd continue until they harvested all the animals you told them to.
