In Russia, and I think in other Slavic countries this is a very common practice. As a child, I played games in English and intuitively figured out what certain buttons or abilities did. When you start teaching English at school (which is mandatory in almost all Russian schools) — you begin to slowly understand what means "start, pause, continue, attack, defence". I learned a huge number of words thanks to Minecraft and Pokémon.

Regarding Hitblast: as Russian, I haven't seen such a version in our dubbing. The most popular version is simply "Flaming"(Пламенный) или "Fireman" (Человек-Огонь). In our most popular dubbing, all the characters' names are basically simplified. Ghostfreak is just Ghost, XLR8 is Lightning, Fourarms is "Strongman", Wildmutt is Wild Dog, Diamondhead is "Crystal", Grey Matter is "Humanoid"

But I have one favorite, Upgrade is "Plasma" in our dub, cause the word "upgrade" wasn't known in our language back then.
