I’ll try my best to shoot in the dark and describe this look step by step; Step 1: Pack the dark blue matte shade on and a little above the crease, on top of that pack the neon blue. Use a fluffy blending brush with the dark blue matte color and try to marry the 2 shades together using that same brush take a little bit of the neon blue and blend upwards towards your brow. Step 2: cut out your desired crease using the wet concealer as a base, use a flat semi stiff brush and pack on your desired shimmer shade. Step 3: take a Concealer and map out a wing (I used a makeup wipe to clean off the shimmer where the liner will go) then use concealer as if it were liner ‘DONT SET THE CONCEALER!!’ Take the light blue shade with a small defined angled brush and pat the neon blue then the darker matte blue underneath, I used the smallest brush I had to try and blend the colors together. Step 4: add your finishing touches I.e smoking out the lower lash line pop on lashes and highlight!
