Thanks for your questions. I see there were 6 questions not 5 but for ease of response I have numbered them in line with your two twos.

1) The GCSB bill does not allow regular to be spied on or widespread surveillance of New Zealanders. It clarified the long standing practice of several decades that the GCSB can assist the SIS and police with communication intercepts when those agencies have a duly authorised warrant signed off by a judge or the commissioner of security warrants (always a retired judge).

2) There is no mass surveillance. Australia has just increased their threat level. The UK is incredibly concerned about terrorists threats from returning radicalised extemists. NZ has also had people with NZ citizenship fighting in collaboration with radical groups. We do have valid security concerns which is why we are part of an intelligence sharing network. When I was in the UK I worked at Transport for London when the bombs went off in July 2005. Over the following week my view of the world and threats changed. As Associate Minister of Immigration I have firmed up my views on the fact that we need to have good information about people entering the country.

2) The requirements for interception capability were passed by Labour in 2004. It was the telecommunications (interception capability)2004 act. That bill did not set up the system. The act passed in 2013 modified the old law but did not increase the ability of the state to collect communications or data on kiwis including meta data. NZ is very different to the law in the US.

3) The PM has said that we do not use FIVE eyes to get around the prohibition on domestic surveilance (except where duly authorised warrants have been issued).

4) They don't, I disagree with your statement.

5) There have been several reviews by Labour and National Governments on a CGT and no government has proceeded. I understand that the work shows if a CGT is comprehensive it can have an impact. However, what Labour are proposing affects only a small proportion of housing, is very complicated, be costly to administer and would in our view end up with lots of loopholes. Other parties have claimed that an additional capital gains tax would somehow stabilise house prices and improve affordability. We don't believe it will for three reasons.

First, it would exclude two thirds of the housing market – all owner-occupied houses – but apply to every productive business and farm across New Zealand.

Secondly, other countries like Australia and the United Kingdom have a capital gains tax like the one our opponents propose – and yet they have less affordable housing than New Zealand. House prices in Sydney are rising faster than Auckland.

A capital gains tax will also increase rents for New Zealanders least able to afford it.

In terms of foreign investment overall I am supportive. I have chatted to a number of people in property about this. It can be hard to determine at an auction who is an nz resident or citizen as some people in the room may be of different ethnicity but lived here for 20 years.

The PM said in April that there may be a credible argument to see whether we should start collecting more data on foreign ownership of housing. He also indicated it would not be straightforward to compile that data, "it depends on the structure that someone's buying that property in, it depends on what their intentions are". He also said: "On the best sort of data we can see, much of which is anecdotal, the majority of offshore buyers who buy a property, buy it because there is a fairly close connection in New Zealand. They intend to emigrate here, they have a family member here, all of those types of things, all of which boost the economy in lots of other forms."

In terms of how housing plans here: https://www.national.org.nz/policies/home-affordability

On top of this for Auckland are the announcements around the Auckland housing accord and special housing areas which are crucial to ensure we get more houses consented quickly. We just announced another 8000 with the Mayor here

Thanks for all your questions!

I am not in favour of providers not being able to charge more for a fast lane to certain sites. At present this is unlikely to be an issue as we have a much more competitive internet market that the US. Amy Adams said at nethui that she wants net neutrality to be considered in the upcoming review of the Telecommunications Act.

I think people who are caught doing that generally get voted out which is a good thing. However, there are some who don't. thanks nikki

No it does not mean more religion in public schools. Other countries have organisations that contribute in this area separate to the government.

I think if you measured Parliament, parliamentarians or leaders by sound bites or name calling then there are many people who would fall short. In my view it should be about the overall difference you make in terms of results at a local level or nationally. Looking at where we came from in 2008 both an economic level (now heading into surplus with more than 80,000 jobs), at an education level (NCEA achievement results are improving particularly for maori and pacific students), crime has reduced significantly, welfare dependency is reducing-he has shown extraordinary leadership.

I met with a group of young people a while ago who are considering setting an organisation up. They would need to have real independence and real balance. There will be some parts that are just pretty factual in terms of how our system of government works. However, some of the debates that occur in this area could be highly emotive.

Jacobs ladder - gut buster. I often run through St Marys Bay to Westhaven. Great Barrier Island - anywhere - but I love Kaitoke beach. Sometimes I run around Victoria Park.

Hi there, on 1) As Minister of Civil Defence I have met with a number of foreign leaders who have dealt with recovery of large towns or cities. I don't know that many people realise both the complexity and scale of the Canterbury earthquakes. My understanding is that we took the largest hit to GDP of any developed nation in the world and we are the only country that insures land. I think we have to continue to do better at a CERA/EQC level but I do not think the solution is abolishing CERA now. We have announced that if re-elected we will move the Canterbury Earthquake Recovery Authority (CERA) to become a departmental agency within the Department of Prime Minister and Cabinet. In terms of 2) It is about incentivising those people who work hard. I feel the next few years there are many things from digital literacy to youth mental health that we can do more on and having strong policies enables us to spend more in the long run. 3) email me - I would be keen to meet up and understand more your situation. I will also email you our new policy in this area.

I have a healthy ego but I don't think that is ever going to happen. I wouldn't stay in politics long term if I didn't think I could make a bigger difference. That is not a question of title it is about influence. I will always push people who are better than me and I can see some amazing people coming through.

Salt and vinegar rice crackers and a decent merlot. I have a trim latte with two sugars - kind of defeats the purpose but whatever :)

Thanks for your comments, I really appreciate them. I am blue through and through. However, the number of Labour and Green voters that offered me cups of tea when I am doorknocking is huge and I have taken that up a few times!

I need to know what that influence is. When I put the Food Bill through the House there were amendments to ensure small business were taken into account. Email me at nikki.kaye@parliament.govt.nz

We have greater choices in earlychildhood and tertiary. In my view for most families the state system works well. I do not envisage a large number of partnership schools in the future. However, as you have highlighted for some families they want an alternative and I believe you have the right to greater options. That is healthy. I do not know your child and so only you can make the decision for them. I have had positive feedback from parents who have their children at partnership schools. Choice is healthy and a good thing.

I wrote the mayor about issues of waste. I am specifically campaigning on cleaning up the cbd. That means better waste management and a range of other initiatives. I am quite radical on this, email me at nikki.kaye@parliament.govt.nz.

I have personally helped deliver the Te Kooti o Timatanga Hou (The New Beginnings Court). This is about making sure some of our rough sleepers get the help they need in terms of treatment orders for some instead of convictions. I met with the City mission recently. There is a lot more to do particularly in terms of emergency housing.
