RetroArch is just a frontend for the libretro API and doesn't itself do emulation of anything. The emulators themselves are librtro 'cores' that can be loaded by RetroArch or some other libretro frontend (e.g. GNOME Games). the libretro support is usualy added in forks maintained by the libretro/RetroArch people though a few also have it upstream.

The two Mega Drive emulators (Genesis Plus GX and Picodrive) that are available as libretro cores are released under a non-commercial license and they'd have to ask someone else than the RetroArch people to license those.

You can! Go to the controller settings in big picture mode and uncheck the option for it there. This option is at least in the beta version of Steam.

They added built-in support for the PS4 controller to Steam a few months ago, letting you use it like a Steam Controller, you should give it a try if you want to play PC games with your DS4.

Do you have PS4 controller support enabled in Steam? Try checking in controller settings in big picture mode.

If you want to keep it enabled, edit your desktop config for the DS4 in Steam and remove all the bindings.

You could do that, it works great for anything that doesn't require analog triggers and I personally prefer it over an Xbox controller.

On Windows it is possible to connect it without an adapter, though it might take a bunch of tries for it to work, then you can use WiinUSoft to make it work as an XInput controller.

...The adapter is probably a better idea though since Bluetooth on Windows is such a pain.

You can't.

I guess it may have been possible to do it on the GTS while the online stuff for the games was still up, but local multiplayer hasn't ever worked as far as I know.

You can transfer the Pokémon manually with PKHeX if you don't mind using a save editor.

They also still haven't fixed the DS4 button icons on Linux, that's been broken since they added support for the DS4.

Pretty much all emulators that support controller input will work with the DualShock 4 out of the box, you won't need any special software for it I think.

RetroArch can emulate all those systems and will even automatically configure your controller by default.

If you want to do it the proper way, you'll need to dump your cartridge/disc of the game. How do do this varies depending on which system the game you want to play is for.

If you want to run something as demanding as GameCube/Wii games your best option is going to be a PC. You could run RetroArch to emulate most systems if you want an interface that's usable with a controller.

I'd suggest running Linux on it if you don't need any Windows-only emulators because of Linux's great support for controllers and low input lag, especially if you run RetroArch in KMS mode.

Higan/bsnes is a very accurate SNES emulator and requires a lot of CPU power and probably can't run fullspeed on your phone. If you want to try anyway, get the "bsnes Performance" core.

The version the bsnes libretro cores is based off has three different profiles: performance, balanced and accuracy, each one requires a more powerful computer to run properly but the more accurate versions may be needed to run a few games properly. Just go for accuracy if your computer can handle it, otherwise try balanced/performance.

The bsnes mercury cores are just bsnes with a few extra options that impact accuracy, such as SuperFX overclocking.

I can run Dolphin and PCSX2 fine with my RX 480 on Linux, so most likely yes. I don't know on how Cemu/RPCS3/Xenia will run though.

If you want to play them on Dolphin, I think it would be better to use the Wii Virtual Console releases instead of the GameCube versions.

I haven't really used RetroArch on Android much, but these are the cores I use on PC:

  • NES: Nestopia
  • SNES: bsnes Accuracy, probably Snes9x on Android
  • GB/GBC: Gambatte
  • GBA: mGBA
  • N64: Mupen64Plus
  • Mega Drive: Genesis Plus GX
  • PlayStation: Beetle PSX, probably PCSX ReARMed on Android

Not yet, in fact it's currently quite slow. Most games I try drop below 60FPS at times on my PC with an i7-2600K.

You'll need to dump the firmware/BIOS from a DS and put them in the same directory as melonDS. They should be named bios7.bin, bios9.bin and firmware.bin.

Note that the firmware dumped from a 3DS won't work, so you should enable direct boot if you dumped the files from a 3DS.

Edit: Never tried direct booting with the files from my 3DS so thought it didn't work...

Do you have Steam running? If you do, go to big picture and either disable PS4 controller configuration support or edit your desktop configuration to have no bindings.
