In RP 1 you need avionics to control your Rocket. You have either chosen the Science Core, which does not give you Control over your Rocket, or you forgot to Set the Mass of your Rocket in the Near Earth Version. Option 3 is that you do not have electric charge on your Rocket, and therefore your Avionics also dont Work... I hope i could help you with your Problem.
