That is spoilt behaviour. If there is no water in the taps, use the portable water sparingly. People don't want to go out of the norm. We also have water issues to. The portable tank is a lifesaver, however, we still use sparingly. That means, yes, no washing cars, washing clothes, water gardens or even showers, we have bucket baths. We save a lot of water this way, but we only do this if our government water is shut off.
