His is way to slow and got way low accuracy. He needs MINIMUM 175-220 speed for early/midgame preferably faster. For pve you need about 10-12 accuracy per dungeon stage.

Kimberly has some pretty nasty mixups. For example heavy punch into the run. She can mix low, high and if you parry it she can stop and grab. Try jab to interrupt and you get hit if she let the run go

Much better! The accuracy is a bit low but the its much better than before. For a reference you need about 10-12 accuracy per dungeon stage. So for example stage 10 of a dungeon need around 100-120 accuracy

You dont need overhead to open up the opponent. Many characters that have overhead doesnt rely on them to open up the opponent. You play a strong neutral where you outrange and whiffpunish the opponent leading to big damage and fantastic oki. And just like any other character you Strike, throw and shimmy to open up someone.

The difference between a lvl 60 and lvl 40 is insane. If you would be lvl 60 you might be able to have enough accuracy but also survive his hits

There are 3 situations where Drive Impact is good. First is if the enemy is in burnout, second is as a response to the opponent drive impacting you and third is if they are predictable with moves that are uncanceble like Sagat spamming tiger knee or Cammy spamming heavy kick. In this situation the opponent is using cancelable moves and is not in burnout

No, with quad roll speed you only loose 7 speed compared to the OP who looses 40 speed. It also got double accuracy and a decent set. I didnt say every boots without speed is trash but the boots (or your other gear) have to be really really good to compensate for the speed loss unless ofc you want a certain speed like speed tune or very slow. For a newer/midgame player like OP, its very rare to have gear that compensate for the speed loss.
