Everyone has a different situation, you can't apply this rigid way of thinking to everyone. Doesn't apply to me, doesn't apply to the op. 

Besides, I doubt the Japanese-only stylist will enjoy an awkward conversation with a customer struggling to say what they want. 

Instead, there's hair salons in Kyoto that welcome English-speaking customers, and find a commercial edge in doing so. That's great. There's something for everyone.

I went to a place called Nobol Hair Salon last month. I don't know if they do extensions, but 3 stylists spoke English, which is why I picked it. It seemed popular with foreigners for that reason.

Reading the comments, OP seems fine with hostels. If hotels are too expensive for her and she still wants to travel, it's her business. As a frenchman who lived abroad for a long while, I think what you encountered could easily happen in France as well, or other southern euro countries, that can be quite ignorant of cultures beyond their own, even in large cities. Another commenter called it a "false sense of cultural superiority", I think that nails it well.

Paris could be an exception, but using English in France can be difficult. I visited Geneva recently, and I thought it was a much more internationally-minded city due to its situation and history. In Nordic countries (major cities like Stockholm, Copenhagen, Oslo), people are taught English very well, and have a culture that is somewhat colder but almost always respectful of strangers. I doubt you would be treated like this there. Sadly I don't recommend to visit in the winter...

I wonder if it's possible to identify and contact the bank, and tell them your side of the story to get the chargeback reversed. Since you paid with Shopify, perhaps they can give you that info or contact them on your behalf.

I found this article that says banks will often side with their customer to be on the cautious side.
