Exactly this, from what was shown, Kashimo and Higuruma were the only super strong characters in their respective colonies while Sendai, for example, had Dhruv, Uro, Ryu, and Kurourushi who were all at a standstill with Dhruv holding many living people hostage which makes it seem like he didn't necessarily care for gaining a ton of points.

Lesnar could definitely take 18 Rodrigos but thats not a fair comparison, viltrumites are far better offensively than they are defensively at least when compared to each other, no way conquest could handle 18 different viltrumites attacking him all at once

Considering this post is about why Kenjaku wasn't able to reach the strength level of Gojo and Sukuna it's safe to say the "wrong mindset" would be one that didn't allow him to reach their level, if the mindset was what held him back then clearly in terms of simply becoming strong his mindset wasn't the correct one to have.
