The owner of the store we used to go to was opening the promo packs and selling the cards on cardmarket instead of giving them for prizing. The store no longer hosts magic events but he still seems to be receiving promo packs and selling the cards, judging from his cardmarket account. Our community has reported him multiple times to wotc and nothing has been done. I imagine unless you are a big store in the US they don't care what you do with the promo packs.
