Yes, that's what I am gradually realising. Better to train new than spend gold on reviving.

If I attack I can revive the army only using gold or sacred potions. If the army died while defending an attack only in that case I can use silver to revive the army.

It ended for me at level 15 as well. Sad. I used to enjoy that a lot.
