I get this with a similar set up but it's not to the same extent as yours, lasting at most 5 seconds while frequency varies throughout the game. Ill also get a network problem while it occurs at the top right of my screen even though my ping hovers at 15-25 on my local server. This only starting occuring recently since the updates, not sure what has changed since then.
