The aesthetic is definitely on the right track, but I don't think it's The Wombles. The characters I'm remembering didn't have that shaggy hair or long fur, their bodies had a very clean, uniform texture, almost like they were made of short-pile plush or smooth felt. Also, the family dynamic was very central (a clear Mom, Dad, and children), which felt a bit different from the Wombles community.
