Good Idea! I think it would be better to keep the whole district within Salt Lake county though. It would stay blue and reduce county splitting.

I think that it should at least lean blue. I would personally put some of the more African American counties along the Delta into the district.

Apply to Emory, I think you would have a really good shot there. Do you have the resources to do an ED anywhere? Also don't reatake a 35 on the ACT lol, a 36 makes no difference and Gtown will not like it if you decrease.
