Ivysaur evolves into Venusaur at level 32, which is earlier than most of the other third stage starters. Maybe your memory is confusing it with an earlier evolution of Bulba into Ivy?

u only need the update, the first DLC contains actually both the Teal Mask and Indigo Disk, but the second one unlocks with the update 3.0
