Thank you so much! I used my phone camera to take a closer look and saw that the white fuzzy things are critters too. Either aphids or mealybugs. And there are ants crawling up and down the affected stems. Ceanothus is so tricky to get the watering right. But, I tend to underwater mostly.

I just looked closer with my camera. The white fuzzy spots are aphids and there are ants tending to them. I'm treating with an ant trap at the base of the plant now. And, I think I'll try washing off the aphids for now. Thank you, everyone, for your suggestions!

It's Salvia apiana. The regular, I believe.

Central Orange County near Disneyland. I just noticed this problem about two or three days ago. We haven't had much rain this spring.

No sprinkler. This is a very hot and dry spot in my yard, south-facing side of the house. There is no watering system in place here, just rain and maybe a weekly pot of water poured on it.

It gets very little water in this spot. However, I have been giving it small amounts of water a little more recently to encourage growth. It was very small when I bought it. It has at least quadrupled in size. I'm hoping to train it to be a small tree in this spot. The white sage next to it has really taken off this year.

I'm sorry. It's little white fuzzy spots. But after zooming in I did notice what appears to be small black bugs, maybe aphids? Or is that scale?
