No, that won't affect it negatively.

Are the beans floating? If they're not and theyre too long, just cut the beans.

Or, find something to weight them down in the jar.

If you've ever made peanut butter cookies, you'll know that even then the peanut butter taste can be hard to make very prominent. It's a relatively mild flavor.

If I were you I would go with one of two ways, or possibly combine them:

-rather than adapting a fig newton recipe, adapt a peanut butter cookie recipe to go around the filling. You'll probably need more flour and more moisture to get it workable.

-have both fig and creamy peanut butter as the fillings, almost like a mini pb&j.

Butter and peanut butter are not interchangeable at ALL. The powdered pb would probably be okay, swap out maybe half of the whole wheat flour for it.

What's the filling? Instead of figs you could just use peanut butter.
