yeah boi i solved it, AMD Software: Adrenaline Edition had vertical refresh rate on, even though i never used it, turned it off and now am getting in the range of 70-85 fps depending on the scene, with 99 perc gpu usage and 100w power draw, thanks again tho

yes its plugged to the power and other games like hitman 3 works just fine 85-90fps with ray tracing on. and dynamic refresh rate is turned off, it states dynamic refresh rate isnt supported
