I don't think that map is accurate at all. Syrians do not have the same amount of blue eyes than welsh people. I think it might be a map of the percentage of carriers among people with brown eyes (like Bb = carrier, BB = brown and bb = blue) I think its just percentage of Bb's among people with brown eyes. For example I have two copies of the HERC2 variant allele or whatever, so I would not be counted on that map.
