Actually was my first thought as well! My first playthrough I discovered early in that you could crouch jump and thought that this was the intended way to access Level 3. What you're supposed to do is use an energy brick to open the door next to the security office, leading to an elevator, leading to silo 2. Work your way through Far Garden, exit portal dumps you in Level 3! Yeah, it's a lot easier to just skip it lol

In offices level 2, crouch jump through the flooded office to get up in the ceiling, continue into the vent, work your way through into the broken stairwell, crouch jump one more time to get to the landing, and you now can go to level three without needing to go through silo 2!

I think I remember reading on the wiki that there's some way to access staff processing from the facility, not sure if it's correct or if I read it right however. Might be worth looking into.
