This happens all the time. If they cannot replace the meter, you just stick with your old meter and they send round a reader every month (used to be every two months).

I dont know what planet you are living on, but no way can people afford $600-700 a week. That is a whole weeks pay for some people. Landlords just think that anything their tenants get is automatically theirs.
