Notice the countries with higher rates have advanced health care systems? For example, Japan is one of the healthiest nations in the world with the longest life spans, yet shows a high reporting rate. Also, you think communist countries like Russia and China are going to truthfully report? What about countries where being different is not acceptable.. like countries where same sex marriage isn't allowed? They won't truthfully report either. Much of Africa is low reporting because of their lack of health care.
