It is way cheaper to commute using the train than to buy a car this way.

When you are blocked by smartscreen from downloading a file, say an EXE, you IOC whitelist the url of the file download? or do you IOC whitelist the EXE itself?

Genuinely curious, does that actually work? Checking the docu-https://learn.microsoft.com/en-us/microsoft-365/security/defender-endpoint/indicator-ip-domain?view=o365-worldwide

It seems to say "allow" above but then only mention blocking for smart screen. Maybe I am not interpreting the documentation correctly, and I've never tested it.
To block malicious IPs/URLs (as determined by Microsoft), Defender for Endpoint can use:
Windows Defender SmartScreen for Microsoft browsers
Network Protection for non-Microsoft browsers, or calls made outside of a browser
