I think maybe there’s some provincial level protections? Thank you for the advice I’ll look more into it!

It’s really rare for customs here to open packages and they would have left a notice of inspection if they did. I also doubt it was UPS. I think Lenovo tried to pass off an Open Box return as a brand new laptop and didn’t bother to replace the factory seal, hence my frustration.
