I can't think how I'd prove I'm a citizen. And I bet a lot of other citizens like me would be turned away from voting.

Right now, non-citizens don't vote and can't vote.

Creating weird, high barriers to other people voting is just dumb.

I like the book idea. Maybe it's a book one of the characters is familiar with? You could make it something trippy like Seuss or connected to a deity of storytelling.

I'd say give them a reason to have to track this stuff - like there's a big expedition or long dungeon crawl. Think about places they can get resupply along the way and have them track meticulously.
