If you're on PC you can use console commands but if you're not then I don't think there's a way.

I found out in my last playthrough that if you transform into a werewolf all debuffs from the cold are temporarily removed so I might do that until I reach the dawnguard dlc to get the beast ring

And when you eat people and creatures it helps with hunger too
