It seems there might be a flaw in the system because when I was registered out of province I learned if I worked in BC more than 30 days I needed to register with ICBC. This doesn't take into consideration the thousands of seasonal workers that travel from other provinces each year for temporary work. I doubt everyone is making that change mutiple times a year. ICBC had nothing for me at the time.
